The game is rendered only in 16:9 with black borders around the screen. To apply the fix to display the correct aspect ratio, download the cheat engine table in the attachments section, once you have extracted the table from the files available from the PC Gaming Wiki Community Files (search there), attach the process to the game's executable while running. Then press F2 to enable the fix and F3 to disable it.
To refresh the changes, press Alt+Enter to switch modes or change the resolution in the graphic settings.
Under "Check Aspect Ratio", there are three field of view floats you can set but the two values for the X and Y FOV are separate. Change any one of them from 1 to your desired float value.
Alternatively, download HedgeModManager and use it for Sonic Forces, then check the box "Widescreen Fix + FOV" in the codes tab and run the game with it enabled.
