Thank you for the posters who confirmed the hack. There are versions for the English. Russian, Chinese, and Japanese versions of the game. Fix available from the PC Gaming Wiki Community Files (search there)
You need to load up the game, change to windowed mode, change your resolution with the hack, and then switch back to fullscreen mode. I am sorry for the high maintenance solution.
