Hotline Miami is a 2D top-down action video game by Dennaton Games, a team composed of Jonatan Söderström and Dennis Wedin, who had previously collaborated on Keyboard Drumset *** Werewolf. The game is being published by Devolver Digital and was released on 23 October 2012 for Windows. The game has been described by Eurogamer as a "top down ***'em up", blending top down perspective with stealth, extreme violence and surreal storytelling, along with a soundtrack and visuals influenced by 1980s culture. The game itself was heavily influenced by Nicolas Winding Refn's neo-noir crime drama film Drive (2011); the director is specifically thanked in the credits.

Info from the game's readme file:
Please run the game in a resolution with a width of at least 1280 and 768 in height. 1024 x 768 may work, but could result in problems. 1280 x 768 is the preferred resolution. If you are not able to move between floors in certain levels change your resolution to at least 1200 x 768. The 1280x768 is a 15:9 resolution.
I was unable to get any screenshots. FRAPS produced screenshots that were messed up, as did using PrntScrn to Windows Paint. Steam screenshot functionality didn't work. The game runs at 1280x768 (15:9) and pillarboxes in 16:9, 16:10 and Eyefinity/Surround. Overall very poor behavior for a game.
See widescreen info. There are no config files, nor registry keys to edit.
On the steam version, to stop a weird zoom to 2560 on 4k, you must right click the game's executable and click "Properties" then the "Compatibility" tab at the top, within near the bottom you will see a button "Change high DPI settings" and after clicking it a checkmark and dropdown that says "Override high DPI scaling behavior". Once this is checked and set to "Application" in the dropdown, it should work perfectly
