Not sure, but maybe it's because anti-cheat system detect non-original files.
Try again with shortcut creating, but first, reinstall game to C:\Games\Call of Duty\ folder.

Same results, when I open the console it says 0 showing up due to game browser settings, as well as when I do connect. 109.169.4.36: 28960 (check it out, allow downloads.) it says awaiting connection 254000

Restore your original CoDUOMP.exe from backup or reinstall game if you don't have backup, and try this launcher:
