Skyrim blocking global hotkeys... Any fix?

So I play music on Foobar sometimes and also I use Xsplit for streaming both I use a set of hotkeys to control things while in game.

Xsplit I need my scene selection hotkeys, and for the media player I need volume and track selection.

I have done this just fine with the 2 games I stream most. Dungeon Defenders and Starcraft 2.

Both work full screen or windowed, but today I tried Skyrim and nothing works! :(

Not even in windowed mode will my hotkeys work until I tab out of the game. Really puts a damper on my workflow.

Anybody know a fix for this, be it at a windows level or game specific.

It's like this for Oblivion and Skyrim. Global hotkeys don't work while in-game, but SHIFT-TAB works to bring up the Steam overlay. While in the overlay, global hotkeys work, but only then.
