Some games like MGS2, Silent Hill 3... etc. are best now in window mod(anyway they stretched in wide fullscreen)
But that games hasn't vsync option and some horizontal glitches appears on the screen while gaming.
What can we do with what? Some 8dx dll with vsync alwase ON or something? Drivers option affect only fullscreen, not window mod(I have 8800GT)

I don't know exactly, but I dont; think you ahve any control over windowed vsync, but if you use a DVI cable to connect your monitor, you should be able to run those games in fullscreen and make the image stay unstretched using pillarboxing using you Nvidia drivers.
But I do believe there is a hack found on this site that will let you force Silent Hill 3 into widescreen...

There is an option in the nVidia control panel to force VSync to always be on. If the control panel settings don't stick you can grab nVidia Inspector (the application is in english even though the page is german) and force it on with that (I've always had problems with this in Windows Vista x64). I don't have any experience with ATi cards, so if you're using one of them I'm afraid I can't help you.
