Can a game be GfWL and not be GfW compliant?

I don't believe so no.

Sure, it only means the software company didn't throw MS enough $$$ to purchase rights to use both logos...

GFW certification means as much as the "all games must be 720p" thing on the 360 meant. There are tons of games that do not follow every requirement of the GFW thing, just as there are many games that do not run at native 720p on Xbox.

And that's why GFW, TWIMTBP and every and all brand-specific norms and criteria can hardly be called "certification". No real info or mandatory features for the end-user to rely on.

As for Live, it was MS's attempt at making us PC gamers pay to play online, and it backfired big time. Now it's little more than an online DRM and achievements system, so throwing in a DD counter makes some sense really.

I was unaware TWIMTBP was a certification at all. I thought it was just an ad in my game that played on launch. >_>
GFW (not Live) is/was a good idea imo, though maybe it didn't certify the right things. I personally don't mind GFWL so far, but I'm told DoW2 and Batman (the only titles I've played) are some of the few that have done it right/have few problems.

I don't think any of them have more problems than the others, except Fallout 3 does not do the stupid "hidin' your save files" thing. The main reasons people hate it are it being another client to run, its marketplace using carnival dollars and MS IS THE DEVIL!!!

What I find amusing about the whole thing is just MS' apathy to the PC platform and yet they expect people to support a new digital download service from them in the days of Steam and such. If they had a kick-ass launch game that appealed to the masses like say a Fable 2 port or a new Age of Empires then I could see it being forced as a client and launching the new and improved marketplace the same day with full games and tieing it all in. That would require MS to give a damn though, and they do not.

Supporting a company that no longer cares about PC gaming in the PC arena just baffles me. Why would I do that?

Alan Wake on PC announcement only available through Windows Live...

That'd be about the ONLY reason i'd ever buy anything off their online store.

What, so Alan Wake may actually be released? Starting to think it should be named Alan Nukem.
