While it's true that the TN's vary more in features than quality, it doesn't hurt to look for something that is well received. Many love their Acers though and at a very good price you can get one of their SPVAs in 24". Acer's lack nice features like good stands though. The Samsung you referred to is very well received and pretty much the 22" version of the 245BW I set up for a friend. Pretty good display for a TN. Keep in mind though, the more you try and use the "convenience" features, like color and contrast presets, the less you will get from it as far as color accuracy.
