b1 (hex) is 177 (dec).
16:9 is 1.77777 so this value should be ok...

Did you find a registry key for the refresh rate ?

How do you know the game is running at 50hz ?
ive just tried it and there is no mention of the refresh rate in the options
the only related option is vysnc
