BioShock 1 help

i can get the custom resolution i want due to the helpful forum post i found here. however for some reason the effects all are defaulted to "high" and when i change them to "medium" the resolution changes. even if i save the game with the effects on "medium" the next time i open BioShock it returns to the "high" settings. is there a way i can change the .ini file so i can have both the desired resolution and effects?

another solution could be getting one of the 4:3 or 5:4 resolutions to run 16:9 some how
