Here is my solution:
1:Download the mod file 'Reborn_Mods.rar' which in this link https://drive.google.com/open?id=0B4z_-cgFrS03SzJhWDNUYWpSQ28
2.Extract it and put the folder 'Reborn_Mods' to \Steam\steamapps\common\dota 2 beta\game
3.Open gameinfo.gi on \steamapps\common\dota 2 beta ...
