To get RAGE working in 64 bit mode you might have to enable this tweak in either the Steam launch options or your desktop shortcut if you don't own it on Steam. +logfile 0

mirh, I think you might not be running the latest version of the game. The hands_fovscale cvar was locked in one of the patches. And to confirm, I just checked it myself; entering that into the console has no effect and the value stays at 0.0.
