Did you try running the game in administrator mode ? I just played an old Quake 3 engine game and until I run it in administrator mode it wouldn't accept the new resolution.

Copy Call_of_Duty.bat and CoD_United_Offensive.bat to the game folder and run game from this files.

Not sure, but maybe it's because anti-cheat system detect non-original files.
Try again with shortcut creating, but first, reinstall game to C:\Games\Call of Duty\ folder.

Restore your original CoDUOMP.exe from backup or reinstall game if you don't have backup, and try this launcher:
Run game from Launcher_CoDUOMP.exe
