letterbox - maintained aspect

was just wondering if it's possible to play games with letterbox - horizontally stretched/scaled?
but, i have an older hd4650 1gb connected to my w2243s via vga,
getting an r9 270 msi gaming 2g dvi-vga adapter, but soon.
problem is, when im connected via vga i dont have gpu scaling option because its reacting to it as an crt.
i tried external tools like resizer, fullscreen windowed and change res, but none of them work.
is it possilbe to play games like - metro 2033, hl2, cod blops, portal etc. with 1280x500 stretched horizontally?
