forcing 16:9 ratio in non 16:9 resolutions

In Call of Duty i can force 16:9 aspect ratio even with resolutions that are not 16:9 like 800x600 (4:3) and 1280x800 (16:10)
This results in no distortion on a 16:9 screen with the scaling set to full screen instead of maintain aspect ratio in the gpu driver

Is there a way of doing this in other games?

If the game does not support changing the aspect ratio, then it can be changed only by hacking the game.

You can, this mostly just changing the FOV. HUD might be an issue though. It may distort.

Check your video drivers. If you have an ATI card:

"My digital screens" -> tick "turn on GPU adaptation" -> Second (middle) selection "Adapt image to full screen size"*

*English terms might not be different, just translating it loosely from dutch:

I bet Nvidia has something alike in their drivers. Don't have an Nvidia so can't look it up for you.
