Does anybody know how to up the resolution to 1680x1050 on this classic?

Even if it's possible, it wouldn't help much. The game uses low resolution static 2D pre-rendered backdrops. You wouldn't be able to magically add detail to these backdrops or add stuff to the sides that was never rendered onto the disc in the first place - all you'd be able to to is stretch them to fill your screen, which is already possible to do by using hardware upscaling.

I recomend you play it whit the Play Station 1 emulator "ePSXe 1.7.0".
You can chose the resolution that you want. Is Strech, but the graphics are VERY superior to de PC version. Specialy the models.

I woudl also suggest using PSCX2. It lets you define the internal resolution so you can force VERY nice looking textures out of such an old game. The emulator, and its' plug-ins are free and can be found at the official site, but finding a BIOS is a little in the pretty area. You can pull one from a PS2, or you can download them. It can run a PS2 disc inserted into your PC, or it can use disc images or plain ol' folders.
You can use it to force a wide resolution, but it'll either be stretched or cropped to 4:3, so it won't be true widescreen. I also strongly suggest you use the BETA version of PSCX2, if you're running Windows Fista or Windows 7.
The PCSX2 forum have tons of helpful information.
Though if you researched inserting wide resolutions into games using a hex editor, you may be able to force it. But like Blackpill stated, the result would be poor.

I could have sworn ran RE1 with PCSX2. I guess i stand (sit) corrected.
Well, epsxe works fine, too :)
