I`m trying to run Silent Hill 4 in 1280x720 (my HDTV rez), but there is no option for it. In Silent Hill 3 its as easy as editing an .ini file (and getting a tool to change FOV as well), but the only .ini file I can find here is one related to game controls. Anyone got a solution?

I have not found an FOV hack, but you could try Paddy's ArtMoney hack for the resolution. It's not permanent either, but pretty easy once you go through it.
