I want to get a GOOD widescreen HDCP monitor thats at our over 20 inches? But it seems every review I read their are some sort of problems with them. I'll be using for gaming and photoshop.(under $500 bucks) So can anyone recommend one?

Why do you need HDCP? Neither gaming nor Photoshop will require it.

I'd even wager to say next-gen content won't need it until your looking for a new monitor anyway (assuming thats the reason).

Well i would like to hold on to it for a few years if possible and I want it to be vista ready. 8)

All monitors are Vista ready. And if by long you mean 5 or 6 years (assuming the next gen formats even stick).

Vista will work fine on a monitor without HDCP. You just won't be able to view HD-DVDs/Blu-Rays. Same as WinXP on a monitor without HDCP.

You sure about that? Have you tested with HDCP protected content?

ICT is for Analog output and has nothing to do with DVI or HDMI connections. HDCP is currently enforced by those content providers that desire it, ICT flag setting has been "agreed" to a moratorium until 2010 due to the large number of Analog only HDTV's (DB15 and Component inputs only) that were sold early on.

Do a google on some internal HD DVD/BlueRay drive tests and you'll see this confirmed with some content. The current work around? Many LCD monitors also have a DB15 input besides the DVI/HDMI connector, simply use that instead if you want the HD DVD/BlueRay content on your PC. You'll likely purchase a new monitor before 2010 anyways.
