forcing aspect ratios cs 1.6 vista

hi, i read a lot of topics but couldnt fint the answer that helps me.

i got new led tv monitor philips 221te2l and cant find the option "forcing aspect ratios". im using windows vista 64 and have nvidia gf 9800GT
