It's a UE4 game.
I'm unable to find the usual hex values on this exe.
I'm on a 3440x1440 monitor.
Did some ini editing to no avail.
Best I could do is this, where the HUD would be zoomed, but black bars persist.

After doing a bit more digging, I fixed it myself.
