Just wanted to inform everyone that those running Vista/7 have to take a slightly special measure to apply the confirmed solution. The Documents directory for All Users is inaccessible through the file explorer, so there isn't a way to edit the file through it. You can, however, access it through the command prompt:
1. Open a command prompt by pressing Windows+R, typing "cmd" and then "OK"; or by navigating to Start->All Programs->Accessories->Command Prompt
2. Navigate to the folder it is located by typing "cdusersall usersdocumentstimegate studiosfearxp" and then hitting ENTER
3. Open the file using notepad by typing "notepad settings.cfg" and hitting ENTER
Kind of a pain that it gets put there since All Users has been deprecated in Vista and 7.
