I am still kind of puzzled by the unreal3 games. They are all hor-, but some developers claim it's intentional as the engine is made for widescreen and the best solution to make things work on 4:3 is to make the game vert+ for those screens. Which means i have doubts about messing with settings in gears of war or mass effect.
