1. Install the file in the OP as per his instructions.
2. Make a copy of the 'default' folder found in dota\resource\flash3\images\hud_skins\ and name that folder 'new_bloom' (without the ')
It should now replace the flowery New Bloom HUD that's being used as the default HUD for the duration of the New Bloom Festival.
I'm having some issues with the shop menu myself (3440x1440) (not being able to see the bottommost part of a craftable item), not being able to see some items. I'm not sure if it's something that can actually be fixed with editing files, or if it's just something the game can't handle. I might try to do something about it myself.
