i found out the shortcut for the config launcher.
The "target" in the shortcut should have -setup at the end.
sth like this:
"C:\Program Files\Project Snowblind\PS.exe" -setup

I also noticed the resolution is stored in the registry in FullscreenModeID in hex value.
1600x1200 @ 60Hz is
3c4b0640
3c - 60Hz
4b0 - 1200
640 - 1600

Unfortunately only standard 4:3 resolutions work. If you enter custom resolution, the game will not start, it will give you message that it can't run, and that you should check if you graphics card meets the minimum system requirements.
I also tried playing with cheat engine, i think i isolated the addresses for the resolution but the game just kept changing the values when i switched back to the game.
I'm a noobie at cheat engine, so maybe someone with better knowledge could do something with this - I couldn't :(
So it looks like the dx9res10 is still the only option for now.
