Okay, that's because dgvoodoo doesn't support this game; despite being a 2003 game, they must've decided to use the latest DX9 renderer for it. I'm not sure what other tools you need, but what you need is a way to force the game to stretch to fill your screen.

Hey there, it looks like you squished the image down to emulate a 21:9 aspect ratio when stretched, but the game still renders black bars. Because of the black bars, I'm not sure if what I'm going to post will work as I think they're part of the image, but they're also there in 16:9 format as well ...

The low framerate thing seems like it might be the issue of older DirectX versions not being fully supported on newer OSes. If it uses DX8, you could use the DX8 to DX9 converter, but you already seem to be using DGVoodoo, which will convert your game to DX11. Here it is just in case.
