actually i have managed to get side black bars on my desktop but when i launch game it again stretches to full screen. i am using nvidia 9800gtx

hey guys i have dell 20" widescreen monitor and 9800GTX.... I am playin counter strike on 800*600 and my desktop resolution is 1600*900...i need to change the aspect ratio to square pixel so that whenever i launch counter strike i have black bars on the right and left hand of monitor.. please can ...
