I noticed a similar effect when I tried to run antialiasing on the highest setting, turning this setting down a notch fixed the problem for me.
May want to try turning the setting off and see if clears up for you.

Hayden,I'm seeing different
Hayden,
I'm seeing different issues with both v4 fixes.
With 4A fix the in game HUD and inventory is stretched for me not centered.
In the skill tree the last skills on the left are stacking up on top of each other.
With 4B fix the text on loading screens is being squeezed together ...

Just need to fix the blocky shadows now, without reducing the draw distance and/or quality.
