I dunno. I think you may need to stop using the fix. I say this because you now can't see who you are marking for a target on the bottom two rows. Plus once you take out the Warchiefs and things move again.
I'd disable the fix, eyefinity etc. Launch the game, see if they move up then if they do ...

Also have this issue. Started happening after I unlocked warlords (the last row).

However I can get it to work. The game updated to 1.01 on Steam before I could test your fix so I don't know if the update is causing it.

I'm using 3 Asus VH242H, an XFX 6950(reference model) with drivers 11.5a and a Sapphire MDP to S-Link DVI adapter.
2 monitors are connected with DVI and 1 with the adapter.
The adapter doesn't recognize my monitor and defaults it to "Generic Non-PNP Monitor".
