As Abram stated you can modify the Notifications.PanelPosition value in steam.styles to change corner. However, games have the ability to override that default position (e.g. Left 4 Dead and Torchlight) and any major Steam client update will reset it.

You have to enable the developer console and set a key for it (e.g. F10). Then you can use the sensitivity command in the console. Default value is 3.
A slightly quicker way is to edit config.cfg located in Steamsteamappscommonalien swarmswarmcfg (search for "sensitivity").

TV movies are usually in 16:9. To my knowledge, most movies are actually 2.35:1 (or similar).
