Resolution is the same, and Ive tried the reinstall...same results....

I downloaded the rar file, extracted the one that applied to my screen, 1400-900
renamed the file to R6GameConfig.bin overwrote the old file, and my resolution is still the same......Any ideas what I couldve done wrong?
I also have the latest patch
