I figured it out with much time spent tinkering.

The issue was that I had 2xQ AA enabled on the desktop, this was causing issues when games were played ay 1680x1050, any other setting worked like a charm.

Learn something new everyday, stay away from 2xQ AA!

I recenlty purchased a new rig, and a Viewsonic VX2025WM that supports 1680x1050 resolutions at 60-75hz. I have been having a few issues with games running at 1680x1050, and windows itself running at 75hz, which the monitor should support - I am using a DVI cable as well.
