Problem was unique to the Sager notebook
I gave up and returned the Sager notebook; I replaced it with an HP with the 1680 x 1050 screen and an Nvidia 128 MB card. Now City of Heroes runs great at either the 1440 x 900 or 1680 x 1050 resolution with no tweaking required. Others may wish to beware of this issue; I don't know if it's the ATI ...

I tried a lower res, and got exactly the same error message. The game just refuses to start in the fullscreen mode at any "widescreen" resolution. Even 1440 x 900, which I know others are running at, refuses to start in that mode -- I just get the error message window about that mode being ...
