Try to isolate your problem.

First thing is to try the ini switch with a resolution that is natively supported by the game. If that does not work then you can identify that the problem is with your method and not the widescreen resolution.

If it has never run properly than the problem is not with the widescreen resolution.

Try deleting the ini first if you have not done so already. I would also check that your drivers are up to date.

If it persists I suggest looking for forums dedicated to the game as that would be the place most likely to have information about troubleshooting.

Do other games work ok ?
As it has never worked it looks like a display driver or directX problem.
